Thierry Binde
Thierry Binde is the founder and Principal Partner of D4Act. A monitoring, evaluation and learning specialist with over 13 years of experience, he has led mixed-methods evaluations, MEL system redesigns and digital systems strengthening across health, livelihoods and social impact programmes - for UNICEF, the Bill & Melinda Gates Foundation, Gavi, the Global Fund, USAID, WHO, the World Bank, the Mastercard Foundation, UK Aid and the Norwegian Refugee Council.
His expertise spans outcome measurement, theory-of-change refinement, indicator design, OECD-DAC evaluation, AI-assisted data harmonisation and digital governance across CommCare, DHIS2, KoboToolbox and Power BI. Recent engagements include leading UNICEF's evaluation of routine immunisation in Niger, evaluating the DMPA-SC self-injection scale-up for the Gates Foundation in Ghana and Cameroon, redesigning multi-country MEL architecture for the World Poultry Foundation, and serving as Team Leader for USAID's CHISU health information systems project in Togo. Earlier, he served as Director of MEL & Research at Partners In Health (Sierra Leone) and Strategic Information Systems & Evaluation Manager at EGPAF/PEPFAR (Cameroon).
As Principal Partner, Thierry personally oversees every D4Act engagement, sets the methodological bar, and stays on each case from inception through final delivery. He holds an M.Sc. in Statistics and Applied Economics from the Sub-Regional Institute of Statistics and Applied Economics (ISSEA), Yaoundé, and a B.Sc. in Mathematics from the University of Yaoundé. He has co-authored peer-reviewed work in Vaccine and the Pan African Medical Journal, and works in English and French.
